Enable the limits on the number of files in a dataset in production #381

Since the PR IQSS/dataverse#11520 has been completed and will be part of 6.7, we'll be able to finally put some limits in place, once the release is deployed in production.
Setting the limit is trivial, but we will need to check and confirm with Curation which limits to set, what sub-collection need their own limits and/or exceptions, etc.

I will make this issue a sub-issue of one of the post 6.7 tasks.
