What steps does it take to reproduce the issue? Per #10981 a dataset should not be publishable if it contains no files. This issue should check the number of files in the Dataset version and not the total number of files in the dataset.
This is only an issue when the attribute 'requireFilesToPublishDataset' is set

• When does this issue occur? When a dataset has a file but the new version has removed the file (leaving 0 files)

Definition of Done:

• 1. The dataset version should not be publishable without at least 1 file.
• 2. The user should not be able to submit the dataset for review without files.
