Sort out lewis

we are now maintainers of lewis so we should:

rename and archive our old fork - https://github.com/ISISComputingGroup/lewis
rename the new one we have been transferred https://github.com/ISISComputingGroup/lewis-ess to "lewis" (edit: this will be confusing to reviewers, sorry)

and then fix the documentation so they're rendered to github pages.

Acceptance criteria

• lewis-ess becomes "lewis"
• our fork becomes archived/deleted(?)
• [ ] we get maintainer status on pypi for lewis - add github action to publish to pypi lewis#319
• [ ] documentation is rendered to github pages in the same way as ibex_bluesky_core - get the documentation building again and set up action to deploy to github pages lewis#318

spinning the last two criteria off to new tickets on the lewis repo.

I think we should merge if reviewer happy, OK the checks are failing but we should follow the approach we have done for everything else we've applied the linting/formatting/staticanalysis actions to where if someone touches a file they should fix all the checks for that file.
