Dependency Updates

As someone supporting IBEX I want to make sure the dependencies are up to date, as per https://github.com/ISISComputingGroup/ibex_developers_manual/wiki/Dependency-updates.

Acceptance Criteria

• Dependency upgrade steps have been undertaken
• Dependencies are listed in the upcoming release notes
• Rough test of IBEX undertaken to verify basic function of the system

  • Unable to go to eclipse 2025-03 due to Delete deprecated ZoomListener interface eclipse-gef/gef-classic#671 , which breaks every OPI.
    • To get access to the class in it's "new" location CSS would need to be updated to >=2022-12
    • Can't be updated past 2021-06 or so due to batik dependency conflicts.
    • So have just kept GUI to 2024-12 for now
    • Maybe upstream will patch this if it's a wider problem, otherwise we'll need to work out how to deal with the batik stuff in CSS (urgh).
