Archiving: write to `c:\data`, move to ISIS archive and export-only

Acceptance criteria

• Bluesky writes data to c:\data\RB<rb_number>\bluesky_scans\
• All files are marked as read-only when bluesky has finished writing to them
• An automated task is added (e.g. by IBEX deploy script) which runs regularly (e.g. once a minute), looks for read-only bluesky data, and moves it to both the c:\data\export only area and the ISIS archive.

Notes

Generating checksums is explicitly out-of-scope for this specific ticket, and will be covered by a separate ticket.
