Monitoring: add wb-auth scraping

Add `wb-auth` to simcore scraping (which effectively scrapes + adds
simcore specific labels like `service_name`)

It requires `/metrics` being exposed (aka diagnostics plugin in
`wb-auth` must be enabled in simcore terminology)
