Kubernetes: add a way to debug networking policies

After the introduction of global deny all network policy, we need an explicit network policy for every application that needs to access network (or be access via network). Introducing these policies withiout an easy way to debug network policies and monitor network traffic is tedious. We need a way to easy debug network policies and monitor traffic.

Tasks:

• Wait for Add calico v3.30 support kubernetes-sigs/kubespray#12444 and update kubespray to version that involves these cganges
• Add option to configure calico observability tools via calico-configuration helm chart values

Since we implement global network policies with calico (see #1164), we shall use Whisker tool. This was added in calico v3.30.

The latest supported by kubespray calico version is v3.29. So, we need to update kubespray to the latest version and then, once kubernetes-sigs/kubespray#12444 is added, we can do final kubespray upgrade and be in position to add Whisker
