GC gets stuck and has to be rebooted #7931
Description
From time to time the GC, stops working and hangs. No longs are produced.
After it's rebooted, it usually starts working as expected.
This happened on NIH staging. For a bit during yesterday it somehow stopped doing some actions which caused to the accumulation of services.
