How to handle not enough resoruces

When there are not enough resoruces, the dynamic-scheduler does nothing about it.

Evaluate if scheduler should give up after a bit if there are not enough resources.
We need to wait in this state since a node becomes available. Maybe some coordination with the autoscaler could make the entire process better.
