Ensure a tagged version of icinga-go-library is used #347

Some parts from this repo are moved into icinga-go-library by #324. We don't want to start tagging versions there for Icinga Notifications as tracking a commit from the main branch is fine in this repo until we want to tag a version here. This issue serves as a reminder to check the version of github.com/icinga/icinga-go-library in https://github.com/Icinga/icinga-notifications/blob/main/go.mod before tagging v0.2.0.
