Add a GHA that checks the documentation for broken links #10610
Description
It would be nice to have some infrastructure that periodically runs to check all the documentation for broken links and automates the creation of issues like #10608.
With a quick search I could find this, which seems unmaintained, or this. There are separate actions we'd need to create issues automatically.
