[vhelper] - Change vhelper inline styles to a global css variables #15777

The .igx-vhelper has width and height set as inline styles.
Describe the solution you'd like
Instead of inline styles, I like to have global CSS variables.
--igx-vhelper--vertical-width: ...
--igx-vhelper--vertical-height: ...
--igx-vhelper--horizontal-width: ...
--igx-vhelper--horizontal-height: ...

Additional context
Having this as a global variable makes sense to me, it will also help with problems like the one we currently have in the virtualizad combo where the items go under the scrollbar we can also set this variables to take as a fallback the variables set for the global scrollbar --sb-size: var(--ig-scrollbar-sb-size, 1rem);
