Build: Split the Design Tokens for components and the utility functions/mixins into two separate packages

Convert the current repo to a monorepo that hosts the component Design Tokens and the Sass utility functions/mixins as two separate packages. This will aid with the release cycle of changes related to tokens vs changes related to the theming system.
