build(deps): Bumped dev dependencies (#1847)

Updated to the latest SASS version. While there
are some deprecation warnings they will be fixed
in the next release of the theming package.

Ran stylelint with the `--fix` option, since
there were some errors around deprecated naming
convetion of some CSS properties.
