Add archived flag for GitHub repositories

Based on this (internal) archival discussion, summary:

We should be archiving GitHub repositories that are not undergoing active development; this would be after generating a Zenodo snapshot.

we should include an "archived" flag in the catalog as a means of indicating that a GitHub repo is no longer under active development. Generally speaking, this would include past events (e.g., workshops, paloozas) and research project-based software that will not have continued development (i.e., is just a snapshot of training code).

The Image Datapalooza 2023 and BeetlePalooza 2024 repos have been archived, so they can be used to test this implementation.

Do we want to implement a filter associated to this tag as well? It is only relevant for code repos.
