Have Innersourcecommons.org also redirect on port 443/HTTPS

Currently innersourcecommons.org only redirects to the GitHub website (currently paypal space) upon entry on port 80/HTTP. Entering via port 443/HTTPS yields a connection refused instead of the expected redirect. We should do redirects on both ports and have them all end up on the TLS version of GitHub.
