Renamed from My Vegas to My Muni

As we reach out beyond Greater Vegas to invite others to collaborate on our projects, it was quickly apparent that a project and repos called My Vegas might not be completely appropriate.

Nothing about this project is specifically Las Vegas by design, only perhaps by initial inspiration. While some references to Las Vegas remain for posterity in that regard, we are making this a project aimed at at (Smart) City, and in fact any Municipality. Thus,

My Muni

beginning with the renaming of the overview repository, ov-my-vegas to ov-my-muni.
