Unit tests for matrix generation of GHA's jobs

It would be nice to have a few unit tests in generate-matrix.py for standard case (gpu/non-gpu, single/multi language images, etc.) as it's the only thing we can't test locally yet, and it can break the build pipeline (as seen recently..)
