COMP: Update RemoteModulePackageAction and Python 3.10+

Update github actions to v5.4.5 and package management for python 3.10

- Bump ITKRemoteModuleBuildTestPackageAction from v5.4.4 to v5.4.5
- Update clang-format linter from @master to @main with itk-branch: main
- Update actions/checkout from v1 to v5
- Update minimum Python from 3.8 to 3.10
