DOC: Update supported Visual Studio versions

As noted earlier in the paragraph, we now mimick the Visual Studio
support lifecycle, so removing the supported years.

ITK 5.0 and later requires Visual Studio 2015 and later for C++11
support.

At the time of this writing, Visual Studio 2019 does not work with
standard compiler flags per the discussion here:
