COMP: Do not require picins.sty.

It is not distributed in texlive, and it is not available under a non-free
license [1].  It does not appear to be critical, adding "float text round an
insertion in the paragraph" [2]. The desired behave can be achieved by
replacing \fbox with \mbox [3].
