Update GH workflows to work with 2025.1 release (#2396)

The PR bumps max versions of DPC++ compiler and Intel MKL used during
build of dpnp conda packages.
The workflow `Test oneMKL interfaces` is updated to have a proper
channels priority in test conda environments.
