Unable to place water or lava against plot edges

Describe the bug

When trying to place water or lava on a plot edge (either against the plot wall or on the bedrock floor) an error occurs ("You are lacking the permission node: plots.admin.interact.road") and the fluid cannot be placed. Normal blocks (e.g. stone, etc.) can be placed without any issues.

To Reproduce

1. Go to a plot you own or have permission to build on.
2. Try to place water or lava against the plot border wall.
3. Try to place water or lava on the bedrock floor of the plot.
4. See the error message in chat and that the fluid is not placed.
