Following a member of Cardano’s Constitutional Committee (CC) retirement, effective **25 November 2025**, the Committee will below the minimum size required by protocol parameters. To maintain constitutional continuity and ensure Cardano’s on-chain governance can continue without interruption, **Intersect is facilitating a snap election** to fill the vacant seat.

The mission of the Cardano Curia Constitutional Committee is to maintain a stable, predictable, and community-aligned governance framework during a period of accelerated ecosystem growth. This consortium exists to safeguard Cardano’s Constitution by providing balanced, principled, and community-focused oversight throughout the interim period. Our role is to ensure that governance actions remain faithful to Cardano’s core values of decentralization, transparency, and inclusivity, while protecting the chain from short-term risks and bad-faith proposals and supporting practical, builder-driven governance maturity.
6+
7+
We focus on maintaining rigorous, neutral, and timely review of constitutional actions, including Treasury Withdrawals and NCLs, so that builders, users, and partners can advance confidently. By supporting reliable governance operations, we help enable ecosystem growth and reinforce the foundations needed for Cardano’s long-term success.\
8+
Values:\
9+
Our work is anchored in a community-first ethos that places the long-term health and resilience of Cardano above any personal or narrow interests. Integrity is our foundation, guiding impartial action and full constitutional alignment. We apply evidence-based judgment, relying on data, precedent, and reasoned debate to ensure decisions are both rigorous and defensible.\
10+
We value inclusivity and diversity, reflecting a group of builders and business professionals from multiple continents, backgrounds, and roles across the ecosystem. This breadth of perspective strengthens our ability to serve the global Cardano community. Our approach is shaped by radical transparency: every vote, decision, and rationale will be clearly communicated in accessible language so the community can easily understand and verify our reasoning.\
11+
As temporary custodians of a critical governance function, we recognize our responsibility to support decentralization, mitigate risk, and uphold trust. We view our role as community stewardship, operating professionally and openly while enabling Cardano’s continued growth and evolution.

About Phoenix Alliance\
6+
Phoenix Alliance is a newly formed consortium created through the unification of two respected governance groups in the Cardano ecosystem: Adara and the CCC. Both groups stood in the previous Constitutional Committee election, placing 8th and 9th respectively (with seven seats available). Following the unexpected vacancy on the Constitutional Committee and the need for a snap election, members from both consortia reflected deeply on how best to serve the ecosystem at this critical moment.\
7+
In recent months, both groups faced significant losses, Adara through the departure of two core members, and CCC through the passing of one of their valued members. This change in composition meant neither group could stand independently in the snap election in a way that honoured their original commitments.\
8+
Instead of stepping back, we choose to step forward together.\
9+
Phoenix Alliance represents the merging of the remaining members of both consortia into a single, stronger, coordinated team, united by shared values, complementary expertise, and a belief that Cardano governance is most resilient when its contributors collaborate rather than compete.\
10+
Like our namesake, Phoenix Alliance stands for renewal, continuity, and transformation. We carry forward the knowledge, experience, and ethos of both Adara and CCC while building something new, specifically formed to serve the Cardano community in this moment and to strengthen the long-term foundations of decentralized governance.
11+
12+
Phoenix has formed as a collective of committed governance contributors, united by a shared responsibility to uphold and advance decentralized governance on Cardano. In response to the needs of the ecosystem, we have come together to ensure continuity, resilience, and principled stewardship during this pivotal transition.\
