Patched dependent-sum-template-0.1.1.1.0.0.0.1

`plutus-core` currently depends on `0.1.1.1` of this package from Hackage. Newer versions to not work and this version does not compile with `ghc-9.8`. This patched version is the `0.1.1.1` tag plus some very minor code readability changes (`CPP` stuff) and bumped dependencies so it compiles with `ghc-9.8`.
