DevOps want to publish a single configuration for both BPs and Relays. For that we need to make a few default values dependon on presence of cryptographic files:

This is done in the main branch of ouroboros-network via IntersectMBO/ouroboros-network#5164, but not in release/ouroboros-network-0.22 branch or cardano-node.

Released in ouroboros-network-0.22.2, it requires integration with cardano-node-10.6.
