Show live Cardano treasury

Treasury withdrawals are going to start soon. It would be nice to show the amount of ada in the treasury, the amount being withdrawn and amount being added. Perhaps this can be done just by looking at the treasury wallet?

@l-br1 Perhaps this could be show in GovTool. Maybe we could think a bit deeper about the Treasury, as it's so important, and find a place for this info.

@l-br1 Is this as simple as parsing one wallet's history? It could be shown as a table. I guess each withdrawal could be linked to its corresponding Governace Action.
