There could be considerations as to the size and format of the image that will cause problems. Any image could be put, and we should filter them for safety.

The current implementation supports dRep images using both image URLS and image data, following the CIP format:

This suggestion is about a user being able to

1. upload an image using the form
2. upload a link to an image.

Currently GovTool supports (2) but not (1)
