🐛 Proposal List Sorting Incorrectly by Date and Time

Context

When I click the sorting button, the proposals should be displayed in either ascending or descending order based on the creation date and time. However, the sorting does not function correctly. While some proposals are sorted by date, the time ordering is inconsistent, leading to incorrect results.

Steps to reproduce

1. Navigate to the proposal page.
2. Click on the sorting button.
3. Check the proposal request from the network and view its response.
4. Verify the createdAt timestamps in the response for each proposal.
5. Specifically check proposals with IDs 38, 39, and 40.

Actual behavior

The proposals are not sorted correctly in the list. While the date sorting appears correct, the time sorting is inconsistent, causing the overall order to be incorrect.

Expected behavior

The proposals should be consistently sorted in either ascending or descending order based on both the date and time of creation.
