Context

• The markdown rendering of new line characters in governance action metadata doest match what is expected
• See example rendering via GovTool

The issue is with text\n\nsome more text is expected to be rendered as:

text

some more text

but instead GovTool renders it as:

text
some more text

I did test by adding another new line, so text\n\nsome more text but this did not work, GovTool rendered it the same
