Add Markdown Table Support in Proposal Discussion Forum

Description

Introduce support for markdown tables in the Proposal Discussion Forum.
Tables should be rendered correctly and include responsive design to ensure proper display across various screen sizes.

Acceptance Criteria

• Markdown tables are rendered correctly in Proposal Discussion Forum comments and content.
• Tables support horizontal scrolling or responsive layout on smaller screens.
• Formatting is consistent with markdown standards.
