Adjust Top Menu Layout When Wallet Is Not Connected

Description

Update the top navigation menu on gov.tools when the wallet is not connected, applying the following changes:

New Menu Structure:

• Home (replaces "Dashboard")
• DRep Directory
• Budget Proposals
• Governance Actions (as a dropdown with 3 items):
  • Proposals
  • Live Voting
  • Outcomes
• Guides
• FAQs

Acceptance Criteria

• "Dashboard" is renamed to "Home".
• "Governance Actions" becomes a dropdown with grouped items: Proposals, Live Voting, Outcomes.
• Changes apply only when the wallet is not connected.

I will post the design in Figma, and link here. It is the 'old' design, as I didn't want to complicate things by replacing the entire navigation. @bosko-m
