Add Review Submission Page for Editing Proposals and Budget Proposals

Description

Currently, users are shown a review submission page when creating a new proposal or budget proposal. However, when editing an existing proposal or budget proposal, this review page is missing. To ensure consistency and prevent accidental or unintended changes, a review submission page should also be presented after edits and before saving.

Acceptance Criteria

• When editing a Proposal Discussion Forum item, a review page is shown before final submission.
• When editing a Budget Proposal, a review page is shown before final submission.
• The review page matches the design and layout of the existing review step shown during initial proposal creation.
• Edits are not committed until the user confirms via the review page.
