Display Authors for Live Voting Governance Actions

Description

For each governance action listed in the Live Voting section, the authors should be displayed below the metadata anchors. There can be multiple authors. Each author should include their name and an info icon.

Hovering over the info icon should show a tooltip with the following details from the metadata witness block of the associated Treasury Withdrawal governance action:

• witnessAlgorithm
• publicKey
• signature

Acceptance Criteria

• Authors are displayed below metadata anchors on Live Voting governance action pages.
• Each author has an info icon next to their name.
• Hovering over the icon shows a tooltip containing:
  • witnessAlgorithm
  • publicKey
  • signature

would also be nice for GovTool to verify the author signature's correctness
so users dont have to do it manually
