Context

When attempting to submit a proposal on-chain via the "Submit as Governance Action" button, the interface works well on desktop (13" screens and larger). However, on smaller resolutions—particularly on mobile devices—the button is misaligned.

Steps to reproduce

1. Open GovTool on a mobile device or resize your browser window to a smaller resolution (less than 13").
2. Navigate to your proposal ready for on-chain submission.
3. Observe the position of the "Submit as Governance Action" button.

Actual behavior

The button appears beneath the proposal title, disrupting the layout and creating visual clutter.

Expected behavior

The button should remain properly aligned and positioned consistently across all screen sizes, including mobile, ensuring a clean and responsive layout.
