Add option to generate Governance Action metadata file without submitting it on-chain

Description

Allow proposal authors to generate and download the metadata file for their proposal directly from the proposal detail screen, without needing to go through the on-chain submission process. This supports advanced users who prefer to use alternative tooling (e.g., CLI) for governance action submission.

This option should be visible only to the author of the proposal.

Acceptance Criteria

• A new button/link “Generate Metadata File” is displayed on the proposal detail screen.
• The button is only visible to the author of the proposal.
• Clicking the button generates and downloads the valid metadata JSON file according to CIP-108/CIP-1694 standards.
• No on-chain submission is triggered as part of this process.

@bosko-m Sounds like a good idea. How/where would it be hashed? On the other tool, I assume?

If anybody just wants the metadata file so they can submit it as GA themselves.

This will need some wireframes. The flow would ask the user to choose to either go ahead with the 'GovTool way', or just generate the metadata for download. This branching would happen prior to the existing 'download-upload' page
