Context

In the proposal detail view, when a proposal has already been submitted on-chain as a Governance Action, the prompt saying "If this is your Proposal, to submit it, you need to verify yourself by signing a transaction" is still displayed. This creates confusion for the user, as the submission has already been completed.

Steps to reproduce

1. Navigate to a proposal that has already been submitted on-chain.
2. Observe the message on top

Actual behavior

The message prompting the user to verify themselves and submit the proposal is shown even though the proposal is already submitted on-chain.

Expected behavior

The verification and submission prompt should be hidden for proposals that are already submitted on-chain.
