Context

When attempting to submit a "No Confidence" proposal as a Governance Action through the Proposal Discussion Forum, the modal indicating metadata validation appears but disappears after a short time without completing the submission. No error appears in the browser console. This behavior differs from other GA types, which proceed normally to transaction submission. It may be related to the recent enactment of a new committee GA and possible enforcement of CIP-1694 guardrails.

Steps to reproduce

1. Create a new proposal of type "No Confidence" in the Proposal Discussion Forum.
2. Click "Submit as Governance Action".
3. Metadata is generated and a modal appears indicating GovTool is checking metadata.
4. Wait for the modal to complete.
5. Observe that the modal disappears without prompting the user to sign the transaction.

Actual behavior

• The metadata validation modal closes without further action.
• No transaction is submitted.
• No error is shown in the browser console.
• The proposal remains off-chain.

Expected behavior

• After metadata validation, the transaction should be submitted on-chain after signing
