on PRE-PROD see all button disappers on pre-prod when wallet is connected and I am registered as a DRep

Steps to reproduce

1. connect wallet
2. register as direct voter (not sure if this makes a difference)
3. go to live voting
4. scroll
5. see the 'see all' button disappear

Actual behavior

the button disappears

Expected behavior

the button should not disappear
