DRep registered in another tool, his DRep id doesn't show profile, DRep see 'register again' CTA.

Actual behavior

DRep is not able to edit his metadata, it is shown as not registred, DRep profile not visible

Expected behavior

DRep should be able to edit profile regardless of where they registered

There is no metadata associated with his registration.
GovTool backend call returns SoleVoter as a type which is whats being reflected in the video you shared @l-br1 .
Not sure of the steps he took through eternl.
Furthermore, dbsync data confirms he is registered as a sole voter which rules out any problem in backend or frontend of the app.
Speaking of Sole voter type, the only way to edit metadata would be to retire as a direct voter and then register as a drep. And thats explicit flow.
Perhaps, in the following period, we can consider implicit change by allowing direct/sole voter to become a DRep with adding proper metadata.
