Expand Search Functionality in Outcomes Section

Improve the Outcomes search experience by expanding the search scope and ensuring it functions with live governance actions.

Acceptance Criteria

• Outcomes search matches against the following fields:
  • Title
  • Abstract
  • Motivation
  • Rationale
  • IDs (CIP-105 and CIP-129)
  • Authors
• Search results return correct matches when the "live" filter is applied.
• Search remains performant with expanded scope.

Bosko and I talked about ranking the searches. This can be a phase two operation.

Basically, we need a ranking algorithm (based on the relative importance of each category). The categories in descending order of importance are:

• Title
• Abstract
• Author(s)
• Rationale
• Motivation

To accompany this, a new sort option is added as the default sorting: "Most relevant"
