Implement CIP-0149 on GovTool

Implement the opt-in standard for DRep compensation as described in CIP-0149 on GovTool. The standard allows users to donate a percentage of their staking rewards to their DRep when delegating.

Who does this help?

1. Ada holders: They will have the option to donate a percentage of their staking rewards to their chosen DRep (Delegation Representative), promoting a more interactive and rewarding experience within the Cardano ecosystem.
2. DReps: They will receive compensation in the form of a percentage of staking rewards from their delegators, incentivizing them to continue providing valuable services to the community.
3. The broader Cardano community: This feature will facilitate experimentation and data collection on DRep compensation, helping to inform future decisions on the topic and potentially leading to a more robust and effective governance system.

How might we do this?

Modify the Gov-Tools UI and backend to support the new standard. This includes adding a prompt for users to opt-in to donate a percentage of their staking rewards to their DRep and storing the percentage in the transaction metadata.

Use the grant.

@aleeusgr Do you know how to write user stories? If so, could you add some stories in the form of:

As a 'role' I want to 'do' so that there is some 'benefit'

For roles, you already have three in your initial description. There may be multiple ways one role can interact or benefit.

Some initial stories that I can think of (these are just examples for now):

"As a Delegator, I want to be able to donate Ada to Dreps so as to incentivise them to increase their participation."
"As any user of Cardano Governance, I want to be able to see how much Dreps are paid and by whom so that I can understand if there are any 'incentivised influence' patterns happening.
"As a DRep, I want to be able to see how other DReps are doing vis-a-vis the incentive program so that I can understand the things that Delegators want and are willing to pay for.

etc.

User stories are very important to get the UX correct. They help us understand the scope and complexity of user's interactions by tracking back from their motiviations (the benefit that they seek).

What's missing in the CIP is a clear explanation of why it is a good idea, if it indeed is one. The section at the top of that discussion leaves me a bit uninformed as to exactly what problems does DRep compensation solve and why.

It's something that we can discuss to clarify.

As we discussed in the call, I am waiting for the Intersect grant to go live and me to be accepted as the delivery guy so that I don't have to discard work in case the grant gets to someone else. Meanwhile, to proceed with implementation:

• do user research on if its a good idea
• experiment to confirm feasibility of the approach
• write user stories for the feature
