In the Outcomes section, reference links attached to governance actions are not being displayed.

Steps to reproduce

1. Open the Outcomes section on gov.tools.
2. Navigate to any governance action that includes reference links (e.g., the one linked above).
3. Review the metadata and details section.

Actual behavior

• Reference links that are part of the governance action metadata are not displayed in the Outcomes UI

Expected behavior

• Reference links should be visible under the governance action details in the Outcomes section, just like in the Live Voting and Proposal Discussion Forum pillars.
• All links listed in the governance action metadata should be accessible and properly formatted
