Fix number of parameters supplied for plutus in conway-genesis in tests (#1659)

The parser in ledger will become more strict and the correct number of
parameters is 251 as it can be seen in the official
[conway-genesis.json](https://book.world.dev.cardano.org/environments/mainnet/conway-genesis.json).
