Concretely, the goal is to add a codec for cert diffusion to the NodeToNode [`Codecs`](https://ouroboros-consensus.cardano.intersectmbo.org/haddocks/ouroboros-consensus-diffusion/Ouroboros-Consensus-Network-NodeToNode.html#t:Codecs).
