network-mux: expose bytecounters to Prometheus

We would like to add a Prometheus counter to expose the number of bytes sent to the socket, per miniprotocol, to track bandwidth allocation. network-mux manages the egress queue per peer, and makes scheduling decisions on what and when is actually to be sent, so this is the logical layer where to add a harness for these measurements.
