TSP v5.0.1, and backport TSP v4.17.1

We've released TSP v5.0.1 (and a backport v4.17.1), which has a fix for a non-deterministic deadlock that was presenting for customers with many tenants with all tenant assignments changing frequently.

As part of that fix we've switched the TSP to entirely lockless caching data structures, so we expect this to be the last deadlock related update.
