rename iasi metop-b files for consistency #418

a very minor issue but think it may be nice to rename a couple files used in ctest to be consistent with the others in this directory
iasi_metopb_obs_2021011500.nc4 -> iasi_metop-b_obs_2021011500.nc4
geovals_iasi_2021011500Z.nc4 -> iasi_metop-b_geoval_2021011500.nc4
not for the GeoVal file both removing the s and the Z (as well as adding the satellite). Would like to execute this after the varBC branches merge. These impact a lot of the files in this directory should would like to hold off on this change until that is completed.

a lateral move is successfully completed with no change to behavior in ctests
