tox_new() failed: 3 with ipv6.disable=1

When I built it against your ngc branch and ran it it errored out with: tox_new() failed: 3

I've rebooted the same machine without ipv6.disable=1 on the boot command line and it runs fine. So there are real problems I think in the toxcore on a machine with ipv6 disabled.
The ctest suite gives 80% failure on an ipv6 disabled host and the same ctest runs fine when rebooted with IPV6.

A CI test with a machine booted with ipv6.disable=1 would be helpful.

Does anyone have a Vagrantfile to build and run the testsuite?

This issue belongs in the c-toxcore repo. Toxcrawler is just a simple client.

The reason I put it here is that toxcrawler is so simple it's an easy testcase for the problem - you should be able to run it down easiest here. I put the issue in c-toxcore as TokTok/c-toxcore#2335 but no one replied.

Does anyone have a Vagrant file for spinning up machines to test Tox with different command lines?
