General: Wetting and Drying model outputs diagnostic to indicate location of dry cells

NEMO model cells, in a wetting and drying enabled configuration, remain wet and simply become inactive when a shallow water criterion is reached. This enhancement would enable the model to output dynamic land-sea mask information enabling a user to determine the inactive cells at any given timestep.
